Joazeiro Institute is a non-governmental organization founded in October 2001 in Fortaleza, Ceará, having as goal to promote sustainable development with preservation of the environment, mainly in the areas of water resources and renewable energies. Institute actions have as public low income communities. The present paper relates and evaluates the experience of the Joazeiro Institute in the promotion of technical courses in the area of PV powered water pumping and PV grid connected systems for the communities of Horizonte and São Gonçalo, in the state of Ceará, aiming creation of jobs and incomes. A specific goal is the development of an action mechanism to be used in situations of social vulnerability. Considering the two communities, the solar pumping course capacitated 131 people; adding this number with the number of participants in the PV grid connected course, IJ action capacitated 164 people. Most of the participants is between 18 and 28 years old, both sexes, coming from low income families. With the professional training also in electrical installations, the participants are in conditions to install PV water pumping and PV grid connected systems. The projects “Centro de Produção Sustentável de Alimentos” in Horizonte and “Plantando Energia” in São Gonçalo do Amarante had financial support from PETROBRAS.
