Abstract

The pursuit of a more sustainable energy matrix is one of the primary goals of our time, and photovoltaic solar energy plays a critical role in this transition. However, the expansion of this technology faces significant challenges, ranging from high initial investments to managing the variability in instantaneous energy production, particularly with solar sources. Partnerships between the public and private sectors emerge as a crucial collaborative model to overcome these barriers, combining the efficiency and innovation of the private sector with the regulatory and financial support of the public sector. The increase in electricity generation capacity using photovoltaic solar sources by the public authorities is of utmost importance, as it reduces electricity expenses and environmental impacts. In this context, this study aims to analyze the role of Public-Private Partnerships (PPPs) in the implementation and acceleration of photovoltaic solar energy expansion in Brazil, with an emphasis on the PPP of the mini photovoltaic generation plants implemented by the Government of the State of Piauí, highlighting the benefits and challenges faced in this process. The methodology employed includes a detailed analysis of scientific publications on the topic, through research in the main digital data sources available (CAPES periodicals, SCOPUS, Google Scholar), complemented by a practical case study of the photovoltaic mini-plants in Piauí. This study reveals that while PPPs offer an efficient route to overcome financial and technical barriers, they also present significant challenges, such as issues of transparency, alignment of objectives, and dependence on the private sector. The results from the Piauí case demonstrate tangible benefits of PPPs, such as the reduction of energy costs for the state government and advances in environmental sustainability. However, careful risk management and the promotion of equity in access to quality electricity are necessary.
